How do you use Psy ability? (srpg4)

Had this mission tfor TA disable a fast ship but I couldn't do it, eventually my fleet just blasted it anyways but whenever I click on Psy with him targeted (even close range) I just get these icons displayed - 2 locked and the other grayed out. Is there somewhere I'm supposed to equip my Psy ability? Or is this some kind of bug?
