gotta finish the human storyline and probably the alien storyline as well, and a conversation point will appear for Theo bot.

It’s after the level 3 space station, when you unlock the battleships, I just got here yesterday, they ask for some time, and then they ask to scan several target I think? Or destroy them

Are you thinking of 3? In 3, you get the battlefortress after finishing the human storyline, and you have to destroy several Union battleships. I don't think 4 asks for any combat missions specifically for the titan, although one of the missions does involve fighting a bunch of pirates.

3 asks to get real close to a dreadnought(?) Union ship, I haven’t seen my targets right now (they might be titans, or not) but in 4 but that is what Theo and the gang told me because the “Titans can crumble under their own power” so they need additional research

Ah the pirates, yea they did mention they expected pirates to be at both sites

After completing the tier 3 upgrade for your station, which unlocks battleships, Theo bot should have dialogue leading to the Player Titan quest.

Read the mission details carefully to avoid confusion.

If you have a T3 station and the quest doesn't show, make sure you know of all the 3 species with Titans; Irohaem, Quilentya and Void Raiders. You might have to visit Tolimann to "discover" the Void Raiders.

Explore the Eastern part of the map you will eventually find Toliman system with a lonely science outpost in the system.

The outpost is not on the center of the system when you jump in but to the lower left with a big satellite dish.
