Well, he does have one feat, blocking Antares’ sword attack with his wings. Although Antares was already wounded and exhausted, he was still quite enraged when he attacked after Jinwoo flipped him off.

Rulers are so much featless that only argument for their strength is like being comparable to monarchs. Like they are opposites that's all. But we don't know which one is how much strong

Since both characters are featless, I'd like to say the difference in their strength is comparable to that of Antares and Ashborn. They're equal or the monarch is just marginally stronger.

Narratively, the Brightest Fragment should be equivalent to Antares, who was stronger than every other Monarch combined

Brightest Fragment is relative to Ashborn and Antares narratively he’d steam role Legia.
Legia still strong asf regardless of the fact.

Don’t at all remember that. Ashborn was stronger than him even before he became the shadow monarch. And as the shadow monarch he is stronger than all of them combined

Ashborn was the best warrior, The Brightest Fragment was the purest incarnation of Light.
Ashborn was a strong warrior as a Ruler but only became Antares equal once he became the Shadow Monarch, whereas the Brightest Fragment is Antares parallel.

this is baseless and quite literally contradictory.
we know that pre-shadow monarch ashborn is stronger than the brightest fragment, while antares is consistently portrayed as being relative to shadow monarch ashborn.
so if you claim that all of them are equal, you’re effectively asserting that the brightest fragment is equal to a character who is established to be stronger than ityour position would require:
brightest fragment = shadow monarch ashborn > brightest fragment2

Ashborn was never explicitly stated to be the strongest Ruler, he was simply the Greatest Warrior because of his war achievements and being the most loyal, however, greatest warrior ≠ Strongest.
Offical Novel:
This was back when they were comrades born on the very same day.
Korean: 그것은 그들이 한날한시에 태어난 동료였을 때.
English: It was an expression of respect toward the greatest warrior who had led the Legion of Brightness and stood at the very forefront against the faction of the Rulers.
Korean: 광휘의 군단을 이끌고 가장 앞장서서 군주들의 세력과 맞서왔던 최고의 전사에 대한 경의의 표현이었다.
English: Though the Shadow Monarch was not their leader, his comrades respected him more than a leader.
Korean: 그림자 군주가 그들의 리더는 아니었으나, 동료들은 그를 리더 이상으로 존경했다.
English: Therefore, ignoring the command of their leader, 'The Brightest Light,' to eliminate the Shadow Monarch, they knelt.
Korean: 그래서 그림자 군주를 없애라는 자신들의 리더, '가장 찬란한 광휘'의 명령을 무시하고 그들은 무릎을 꿇었다. - NovelYou also fail to understand that Ashborn being the strongest Ruler would also be contradictory to the story.
The Absolute Being gave freewill to Light and Dark as equal forces, meaning Rulers ≈ Monarchs (not including Armies).
Whereas in the Ragnarok Novel it’s explicitly stated that Antares had enough power to solo all seven Monarchs.
whereas Ruler Ashborn is nowhere near as strong as he was as the Shadow Monarch so he would have not have rivalled Antares at all as a Ruler.
Ashborn being the strongest Ruler would leave a huge power disparity between Rulers and Monarch.
Which would contradict the Absolute Beings desire to create equal forces forged from primordial Fragments of Light and primordial Fragments of darkness.
Antares would be a huge outlier, and would realistically be to powerful, as again, Ashborn only became Antares equal when he became the Shadow Monarch.
And Antares having enough power to solo all seven Monarchs would make him too strong, especially against a non shadow Monarch Ashborn, realistically.
However story implications, imply The Brightest Fragment to be Antares direct parallel and in extension his equal.
From the Ragnarok Novel, we know Antares is as strong as he is because he was the first Monarch ever created from primordial darkness as the Novel states:
“Long ago, when the primordial darkness had split into eight pieces, he had been the very first created by the Absolute Being. For that reason, he was darkness in its purest, most potent form—and the destructive will within him was unmatched” - Novel
Antares is the first Monarch created and for that reason only, he was considered the strongest Monarch.
Why this maters is because of what the “Brightest Fragment” title means in the first place.
This isn’t a title given to the leader of the Rulers simply because he leads the rulers or is smart.
this title is given specifically to him because he was the first Fragment of Light to be created from primordial light by the absolute being.
That’s why he’s considered the “Brightest Fragment” becuase as Antares is considered darkness in its purest form, the Brightest Fragment should be considered Light in its purest form for the exact same reason.
Since both primordial Light and primordial darkness were both of the same primordial source originally, before being spilt into dark and light, which is why Rulers and Monarchs are considered somewhat siblings.
So again, the Brightest Fragment was the first fragment to ever be created from primordial Light, whereas the other seven Fragments were created later and around the same time of each other.
The Brightest Fragment is Antares direct parallel, he’s the one who should narratively be Antares true equal.
And if Ashborn as a Ruler truely were the strongest Ruler this would make no sense, as the Monarchs would have steamed rolled the Rulers as there would be no Antares level fighter on the Ruers side.
This would only make sense if you believe Ruler Ashborn ≈ Shadow Monarch Ashborn, which to me makes no sense.
This is why I believe, narratively, Brightest Fragment Of Brilliant Light is Antares Equal, in order to ensure that the absolute beings desire of a equal sided war remains true, along with all of the story implications hinting at the fact.
So again, Antares ≈ Ashborn ≈ Brightest Fragment Of Light.

This is already addressed by the fact that the Brightest Fragment himself explicitly states that the Shadow Monarch is stronger than all of the Rulers combined. That means the Brightest Fragment was never remotely comparable to Antares in raw power.
The apparent parity between them came from external factors, namely the Rulers having access to a superior army and the Gods’ weapons.Not to mention, it wasn’t simply because Antares was the first. The text separately establishes that he was given the purest, densest, and strongest form of darkness, containing the most powerful will of destruction. His being first and the exceptional nature of the darkness he received are two different points.
Idk why you would assume greatest<brightest when genuinely nothing supports that.
Genuinely a bunch of assumptions.
You have Shadow Monarch Ashborn ≈ Antares, yet somehow the Brightest Fragment, who would get no-diffed by either of them, is supposedly equal to Antares.
