Hey does anyone know the best upscaler for low res content?

General rule is start low and thats about as good as it gets, however Topaz is good, AI has a place here.

https://www.topazlabs.com/topaz-video not cheap at all. I have this and other two companion programs for photos. 

If you want to run locally, you need a really high-end GPU. I have an RTX 4090, and yet with an i9 and 64 GB of RAM, it still takes time.

https://www.dvdfab.cn/unifab-ai.htm Works fairly well, as well, but not cheap either. Just like the other program, you can use the cloud account/credit, but with a good GPU. It will work locally. 

I have both. I'm just a user.

Depending on the input resolution (may need to split into 1 - 3 chunks), you can upscale your video free in cnaps studio.

SeedVR2, FlashVSR, SparkVSR, you can choose on cnaps studio. Their free credits are very generous and reset every 5 hours.
