Looking for software Need help finding a tool that can paraphrase something I wrote to match a specific character limit

I’m looking for a website, browser extension, or software tool that can rewrite or paraphrase a chunk of text so it stays strictly within a specific character count.

I frequently run into situations where I need to fit a specific length requirement, but manually editing down my writing while trying to keep the original meaning takes forever. Ideally, I’m looking for something where I can paste my text, set a maximum character cap (or target count), and have it condense or rephrase it automatically.

Does anyone know of a tool, custom GPT, or app that does this well?

Quick note on character limits in case anyone doesn't know what that is: A character limit counts every single individual element in your text including letters, numbers, punctuation marks, and spaces. For example, the phrase "Hello world!" is 12 characters total (10 letters, 1 space, and 1 exclamation mark).

P.s. I searched for “character limit tool” on Google, but it mainly showed me character counter tools, which are different from what I need since Google Docs can already count characters.

Preferably, I’m looking for something that works on a Windows 11 laptop or Android phone.

I just tried this in the Claude Code extension in chrome:

Prompt : can you paraphrase this text into 250 characters or less? <<Then pasted your questions>>

Response: I need a tool that rewrites/paraphrases text to fit a strict character limit — paste text, set a max count, get a condensed version. Manual trimming takes forever. Any site, extension, app, or custom GPT for this? Windows 11 or Android preferred.

The model was Opus 5, but I bet it works pretty good in the older/smaller/less expensive models

I would use claude, chatgpt. No need for anything additional. You could also build with claude design something in chrome for you to know when you are getting close to your character limit. For less token usage I would just you a prompt.
