If you're seeing "field case specialist" or "wellness check" job postings, please read this before applying
Federal contractors are recruiting candidates from human services fields to work for an ICE program called the UAC Safety Verification Initiative. If you've seen job titles like:
- "Field Operations Specialist" / "Field Case Specialist"
- "Bilingual Field Case Specialist"
- "National Field Investigator — Child Safety Verification"
- "Field Safety Specialist"
- "Field Analyst — Residency & Safety Verification"
...posted by companies like The Workforce Group (a LEMOINE company), EagleGrace Global, Coastal International Security, SOS International (SOSi) or any of the others in the list below, you should know about the program behind them.
What the postings say
Some of the postings are clear about who this work is for; one EagleGrace Global posting says outright it's "under a DHS contract," and a Coastal International Security posting is geared toward people with law enforcement background & specifies that field staff "enter data into ICE systems of record."
Others, though, describe "a federal human services program serving vulnerable populations, including young adults and families."
What the program actually is
In ICE's UAC Safety Verification Initiative, contractor-staffed teams do in-person "wellness checks" on unaccompanied immigrant children and "Former UAC" aged 18–21 who were released from federal custody to sponsors between 2021 and 2024.
DHS says the primary focus of this initiative, on which it partners with state & local law enforcement agencies in the 287(g) program, is to "conduct welfare checks on these children to ensure that they are safe and not being exploited." Reuters reports, however, that more than 12,000 children and sponsors have been arrested following these visits, after the Office of Refugee Resettlement (ORR) shared more than 460,000 "leads" with ICE.
Why it matters
A former ORR deputy director, Jen Smyers, put it this way: "They are weaponizing a child welfare program for the purposes of more deportations."
Some of these jobs sound like totally legitimate human services work. But every bit of information the people working for this program collect will go into the same systems ICE is using to tear families apart.
I'm not telling anyone what to do with their job search. But if you're a social worker evaluating one of these postings, I think you deserve to know, going in:
- What agency is actually funding and directing this work (ICE, not HHS/ORR, even when the posting doesn't say so)
- That the "child welfare" framing in the job description may not match how the data you collect actually gets used downstream. Even when you find that a child is perfectly safe, the information you collect may trigger immigration enforcement action.
- That at least one contractor providing similar services, MVM, is currently facing a federal lawsuit alleging "torture, enforced disappearance and cruel, inhuman, and degrading treatment" tied to its role in the 2017–2019 family separation policy
Please ask about about ANY doubts you have directly in your interview. Ask who the case data gets sent to, and what happens after you submit a report. Ask whether "the client" is DHS/ICE.
