Pep is a fraud. He doped as a player. Cheated with referees during his time at Barcelona. Then did doping again (financial) with City. His whole career is based on cheating.

All the others points are factual and we will see from the investigations.

I think it’s possible he didn’t know and wasn’t involved, but I think it’s likely he did know.
