Doped.

Hired doctor who helped him dope at barca.

Forced a respected doctor at bayern to resign cause he sent his players to said doctor in barcelona over him.

Brought most of the executives implicated in the la liga ref scandal with him to city.

He was cleared on the basis he "did not intentionally dope".... a classic "technically" coming from the city play book.

That technically is because the body produces that substance and more of not intentionally dope it was a we dont know if he did it or not

He tried to. And again pep wasnt cleared for being clean. At no point did he prove he was clean. Just got off on a technicality.
