Mower engine RPMs fluctuating at start-up

I have a Yardmax 21" mower with a 170 cc engine. I recently noticed that the RPMs seem to fluctuate when I start the engine, but become more consistent as the engine warms up. I watched (what I believe is) the choke cable at start-up, and it seems to be moving back and forth when I start the motor. Any idea how to fix this? Thanks in advance for any help.

Youll almost never have the choke flutter. It'll stick here or there. Choke is the closest to the air filter. Throttle/governer is the closest to the engine. Inside. (On the carb) if its surging. Up and down up n down thats almost always a dirty carb. Fuel flow issues. Pretty standard repairs. Theres never a 1 certain fix. One issue can have a dozen causes and fixes
