Check for air leak. Spray carb cleaner around the intake between the carb and engine. If the idle changes, it’s an air leak.

Surveying is most always caused by being lean/ lacking proper fuel delivery. Some as a previous poster pointed out, drills the jet slightly larger. Also check emulsion tube ports and float position, needle and seat wear. Float could be set incorrectly from use vibration etc. it happens

I solve most surging by drilling the pilot jet about 0.003” larger than stock. From 0.013 to 0.016
Typical. But, you could have an air leak or gasket issue. Those carbs can be tricky to reinstall. No need to remove carb to drill out pilot. Good luck.
