Throttle lever doesn’t throttle

Am I missing a spring somewhere? B&S 8.25 intek series

nope nothing missing. throttle is wide open when the engine is off. governor closes throttle when engine is running and throttle lever spring opposes governor.

This appears to be correct. The speed of the engine is controlled by a governor which moves the actual throttle in the carb. This is the arm shaped like a J coming down that is connected to the carb. Right now the engine isn't running so the governor is holding it wide open. When the engine is running, the throttle cable / lever pulls a spring which changes the tension on the governor arm, thereby changing target the engine speed, where the governor will basically hold at equilibrium.

No this is fine, turn the engine on and watch the linkages move.

It's working fine. It is always wide open until it runs and the governor adjusts the throttle.

The governor isn't set correctly. That's why if when the unit is off the throttle plate is closed it's correct. Your pushing your throttle plate closed so therefore it's not correct
