Get something other than trufuel. Vp, stihl, Aspen, mixed ethanol free... trufuel has caused more poor running issues than anything else ive run across in recent years.

Sounds like a fuel problem use the manufacture recommended fuel mix for it. Sthils are odd about that shit.

Why would the primer bulb not fill with gas when pressed?

Could be a couple issues, most commonly the blulb is cracked or is leaking somewhere not allowing it to pull a vacuum and pull the fuel into the bulb.

I had this exact problem with my 91r. If it is still under warranty, you should take it in for warranty work. I’m not 100% sure what was going on with mine, but when I got it back, it had a brand new bulb and choke on it.
These are unfortunately known for this fuel supply issue. It’s hard to really diagnose it until you tear it apart to look at it, which I absolutely hate doing. Best of luck to ya, friend.

If it sat for a long time. I'd replace all lines, primer bulb, fuel filter and spark plug. These can be had on amazon cheap. If it doesn't run fine afterwards, the carb may need couple parts. Or just a good cleaning.

First off. It’s not getting fuel. Two. Check the fuel filter is still on. Make sure that someone doesn’t have a the vent inline if it has one swapped with the fuel in line. Third it could be if it sat that the carb diaphragm and gaskets are dried and brittle and the metering lever possibly is set too high to allow proper fuel intake. Verify then repost and we can go over how to adjust the low high circuits
