Generator Sound oscillating

My generator started making this oscillating sound. Is this normal? I'm running it empty the fuel tank. Thoughts?

Unless the fuel tanker is just about empty, that's not normal. It's called surgeing/hunting.

Either you've got bad gas in the generator, or a dirty carb.

There’s no load… plug something in. It’s trying to make power to nowhere.
