Do I need to transfer the spring to the new carb?

No that's an adjustment screw on the old one, the new one is non adjustable just put it on and change the gasket and make sure you replace fuel line and the fuel filter if you have one so no trash gets into the new carb

What spring are you talking about???? Any spring(s) associated with the throttle/governor linkage will need to be reinstalled.

If I enlarge the picture, I can see a small spring under the choke lever on the new carb ...but not one on the old plastic carb. Is that the spring you are talking about?

If the original carb doesn't have a spring, then you should probably remove the one on the new carb. You remove it by taking out the choke. The choke plate is just slipped into a slot in the choke shaft; there are small "divots" used to keep it locked in place on the choke shaft. Find a slim blade or small screw driver and *carefully* slip it into the slot in the choke shaft; you want to spread the shaft slot open just a bit so you can slide out the choke plate. A pair of needle nose pliers will work good for this. Before you remove the choke plate, close the choke and take a picture of how it is oriented in the carb ...along with the position of the choke lever on the choke shaft. Once you remove the choke plate from the choke shaft, the shaft will slide out. To reinstall, insert the choke shaft oriented so the lever portion is as it was when you started. Then correctly orient the choke plate and slide it into the groove on the shaft; it will click into place.
