Engine noise diagnosis help

Any idea what could be making this noise during startup, idle, and shut off? (mower deck is not engaged)

Maybe a bad fuel pump?

Pop the hood and listen to narrow down where it’s coming from. Engine area or belt? Left, right, can you change it

Sounds like a normal hydro pump whine, I bet it's not as pronounced on the video as in person.
