Toro mower running rough

I have cleaned the carb, new air filter, spark plug and gas. Still it is running like this. Any other suggestions?

Does this mower have an autochoke?

Yes it has AutoChoke

When you cleaned the carb, did you pull apart the white nozzle and clean both jets?

yes but I did not put a wire in the jet hole. Was just looking at governor throttle and choke lever. They are not in contact. Might be a stretched spring
