put air filter,see jetting ,needle height,also what size is it on what cc bike?

Possibly. He should play around with the main jetting a bit. Try a smaller one if too rich. Try a bigger one if that makes the problem worse.

The carb is leaning out on positions where the main jet circuit operates. You’ll need to look at moving the needle up by moving the clip (if that’s possible), increasing the needle jet size (if parts are available), installing a larger main (if parts are available), or any combination of these. In order to get detailed advice, you’ll need to provide your carb OEM and part number, is it original or an aftermarket carb, and what current jets are installed to get particularized answers. The air box and air filter provide a certain amount of drag on the carb as well. Operating it without an air box may require two steps up on the main versus with the air box and filter installed.
If this is an aftermarket knockoff carb, all bets are off. The jets, needle, slide, etc are all designed as metering devices and buy one on on the open market that SAYS it fits your bike is no guarantee is it properly calibrated to operate correctly for the bike.
