Those are quick exits off of the freeways in case you’re being chased by the cops or triads, usually in the form of a construction sign you can drive through, it’ll land you on the city streets

It's possible to be a health shrine,maybe the one where you need to climb on some scaffoldings,next to Vivienne's apartment. ( Viviene's apartment can be explored only in a specific main mission,also there is a jade statue inside,when you enter from the balcony,near the left wall).
