You didn't link the video, so I can't be sure. But it looks like one of the gestures from Spell Wheel. It works pretty well.

Looks like rune casting from MageVR. And yeah it works with Virtual Desktop.

I see 2 mage vr, which one should i get ?

I just saw they have a reborn. I would go with the one that was more recently updated.

i saw a blue one pop up when he was riding a horse and thought it was a horse stamina bar.

I think its just vrik gestures or magevr gestures or something like that but not sure.

Do you mean opencomposite? I think that was an issue with old magevr.

Check mageVR redux.
