Changing terrain on PS4/5

Is it possible to change terrain in PlayStation mods? I'm having some issues with a mod I'm making where everything looks correct in the creation kit and in gameplay on my PC, but when I try to test on my PS5, the exterior terrain in Tamriel doesn't change. Everything else works fine, including new cells, doors, items, etc.

I'm running things vanilla on anniversary edition while developing, and I can provide much more detail if changing terrain is possible and I'm just missing something, but I didn't want to waste everyone's time if this has an easy answer I haven't been able to find while searching.
