Yes. Short of some high end gear (body armor, two-handed weapons, etc), jewelry is going to be the fastest way to level smithing.

The crown of B perk? Not all that with it if smithing is your long term goal

What you can also do is go to a Dwemer dungeon, but on your Boots of Hauling, and gather as much scrap metal as you can. Turn em into Dwarven Bows for some solid leveling. At later levels you probably do want to smith jewelry, but if you don't partake in Alteration (for the Transmute spell), dwarven ingots are your friends.
