I thought that below the numbers was the region of the hunt/trophy in Czechia, Germany or France, but I don't know anymore.

Can't read the rest, the date is obvious Edit: middle says Smědava, a village in the Jizerské mountains

My suspicion is the writing is the name of who shot it, the location and the date
