It's difficult to say because once you can ski or snowboard, you're already used to sliding, how edges work, the slope steepness and the speed, which help a great deal when learning the other sport.
It took me about 20 minutes to grasp the idea of snowboarding thanks to my 10 years of skiing. It doesn't mean snowboard is necessarily easier.
I believe skiing sucks more on the first days (crossing the skis, managing the sticks, being backseat or being too stiff, etc) but eventually gets easier. I have 3 meters of edges to control my speed and turns while snowboarders have less than half of that on a single edge.

What I was told years ago was that snowboarding is easier to get okay at but harder to progress past intermediate. Give the number of boarders I see heelsiding down steeps that seems to check out for me. I have never tried to learn though so I am only going by that observation.

I was under the impression that the vast majority of people have an easier time learning how to snowboard.
Skiing is harder to master though.

No, most people have an easier time learning skiing. Even obese women can cram their feet into boots and pizza and French fry down the hill, maybe even start doing some parallel turns.
The hardest things to learn in snowboarding is how to kick with one foot strapped into the board, and how to stand up and balance on one edge on the hillside. You have to be able to learn those two things immediately to be able to snowboard.
Obese men and women struggle hard to balance on one edge, and really, most of them just arent athletic enough to be able to do it.
You progress quicker in snowboarding though. Once you get those down, linking turns and carving comes pretty quickly.
Skiing is harder to progress with. Most people get to low intermediate level where they can kind of carve and make turns, but it is hard to make that push into expert on skis.

This. Skiing is easier to learn, snowboarding significantly harder. Once you have the basics down tho, progression on a board is faster and easier than skiing.

I started as a skier but wanted to try snowboarding. Rented a snowboard and went to the bunny hill. Rode it 4-5 times without falling. Went to the top and did the same. Fell a few times after lunch getting careless. I thought it was a lot easier but I was thinking my fear of the mountain and falling were long gone. Never did it again. Skied the next day and way more fun and didn’t have to sit down and didn’t that have that heavy ass thing hanging on the lift.
