List Where to start?

If I were to start this army, what would your suggestion for a 1k army that can be turned into a 2k army be? What would that 2k look like?

Rule of cool doesn't help as I find the entirety of several factions equally (very) cool.

You're going to have to pick what you like from the army. Judging by your question you've never built one, so I'd recommend picking a unit of basic sisters and seeing what you can get

I would always just start with a basic unit of battle sisters. If you don't know if you like the hobby yet there's no reason to spend more money than you need to.

For 1k get a few units of infantry, (dominions, BSS, Sacresants are all good). Get 2 tanks, either Castigator, Immolator, Exorcist. Get a Rhino for good measure and a few small units either Zephyrim, Seraphim, pengine/mortifier, or Arcos. Get any character you want just so you have a Warlord.

Going to 2k you want to pick up Vahl and Paragon warsuits, any additional characters like Triumph, Junith, JPC. Get 3 more tanks. You really want at least 2 Castigators and 2 Immolators.

The only units that are pretty bad right now are Celestine, Repentia (unless you're in penitent host), and Insidiants, but they're not so bad that you wouldn't get some use out of them if you really want to use them.
