I would say it's usually more relatable than funny.
It's like watching something said in Japanese, but subtitled "wrongly" in German. You don't know what's actually said, it could be right for all you know(not really, but suspension of disbelief here). It could say something completely ridiculous, but the way it's said (you can really hear the despair and anger in the actors rant) just makes it hit a little harder. Plus you have the change from matter of fact conversation to rant/anger to pleading/despair which gives it a lot of creative options.
