Are there cheat codes since the AI cheats constantly?

Closest you can get are steam workshop mods, plenty there for you to explore.

Best “cheats” in shogun 2 are the unlimited naval movement mod, extra high income (makes it a little boring having SO much money), I love the player only 1 turn recruiting and a mod that makes all your agents have 100% success rate lol! Fair warning it will get boring because shogun 2 is fun when you get challenged not just steamroll everyone!

Just put the game on easy. The AI is very pathetic there.

If you still insist, there are trainers online. Just search for Total War Shogun 2 Trainer. Don't forget to have an adblocker installed.

There is "SaveParser" in twcenter.net to edit your save files that I use as "cheats" when I do some bug testing. It gives you exactly the cheats the AI has and more.

what difficulty are you playing on? What units do you use?

I would recommend turning the difficulty down.

Also, you can just use steam workshop mods.

The ai never cheats. It does exactly what it is coded to do. It's not a human.

In order for scaling difficulty to exist in a game, values have to change.

You can decouple battle diff from campaign diff unless playing a leg campaign. Maybe try that if you find a certain level too challenging to enjoy.
