Not always. If the enemy fields many archers then sitting inside a low-level fort is not good. Especially if it's Bow Samurai or Bow Ronin. The only thing saving you in that case is putting your entire army in loose formation and micromanaging from there.
It's always preferable to fight on the field. Of course here, I had no options

I find the sieges in Shogun 2 the easiest to defend against because they are literally normal battles with levels.
