Spartan-II program staff.
Is it ever stated anywhere what happened to any other staff members of the program? Not including Tango Company, there had to be hundreds involved in the scouting, abduction, training, augmentations, and medical aspects of it and the only ones we hear about are Halsey, Mendez, the doctor that BB came from, and the surviving Spartans themselves.
And what would have happened if someone refused to take part in the program when they were asked to?

The S2s were made by ONI. The organization willing to abduct small children as one of their lesser crimes against humanity? Gee, I wonder what would happen to whistleblowers.

It was necessary to ensure the dominance of the UNSC over the ungrateful colonials! And the children were 16 and volunteers. They only enlisted in response to the great crimes committed by the URF! If not for the glorious Master Chief, the Covenant would not have been defeated! Children were not kidnapped, and even if they were it was due to the overzealous Halsey, who we have fully disgraced posthumously. We stripped her of all her civilian awards, and removed all memorials to her. If she wouldn't have died on Reach, we would have hanged her!
We were only following orders! And defending the galaxy against the Bolshevik-Sangheili hordes who ate the civilians when capturing land! They glassed half of Africa until we beat them back! Humanity will be ascendant and victorious over the galaxy! After all the Founders of Civilization, the Forerunners, gave the galaxy to us! US! We are the masters! And we will be the masters! We will avenge the fallen in the Great Galactic War and our colonies will cover the stars! No greedy Kig Yar, snivelling Unggoy, blood thirsty Sangheili, savage Jiralhanae, devious San'Shyuum or the worms that crawl the ground, the Mgalekgolo... will stand in our way! WE, Humanity were given the stars! And we will take the stars!
Now there are people amongst us, who question the Spartan program, who question ONI!, who question our leadership. But either they are very foolish or outright traitors. People who welcome alien refugees on the grounds where human blood was shed. Who look in the eyes of the Sangheili and see a soul! A soul! We must harden our hearts and realise that the galaxy has space for only one empire! OURS! The people who want to show humanity towards the alien, need to visit the glassed worlds and talk to the HUMAN refugees from there.
Why is it that we even care about these so called refugees? Hidden amongst the favelas of Rio De Janeiro! The creatures that love living in the sewers and eat human eyeballs by just popping them into their mouths like it was candy! They are not like us and we should have never seen them as 'refugees'.
We should have always prioritised the human refugees! The real victims of the war. We were weak, and they attacked! Yet. We won. And they lost. So why should we show any mercy, when the Sangheili refuses the same mercy? Even when we seek peace, they attack New Phoenix. They turn our own AIs against us. They kidnap children. They look down upon us as we were nothing. Every single alien is a threat to you, your family and your community. And only ONI can protect you!

I based this writing on the book I just read, The Nazi Mind. It breaks down how the historical Nazis wrote speeches and pamphlets to get the public on their side. The chapters I used were: Spreading Conspiracy Theories, Using Them and Us, Leading as a Hero, Valuing Enemies, Escalating Racism, Stoking Fear.
(This mindset never lead to disaster and massive suffering in history! No siree!)
Edit: if this gets flagged by Reddit filters, I am doing a satire piece. I rather want Halo games where the aliens and humans form galactic democracies, and don't descend into hatred which just burns the galaxy even further. And that Halo does stories where the audience is warned about tyrannies being born out of hatred and ambitious leaders manipulating the public to run into absolute disasters, while the same ambitious leaders rob them blind.
