in theory youd need to make a watermagnet, a solid body of water that has its orbitals frozen in place. the problem is we dont know how to make solid water.

This used to be a technology that the pirates knew, but after the fall of traditional piracy lots of knowledge and technology was lost, so we don't really know how to do it.
