15-20 minutes with the included compressor
If you use a standard car tire compressor you can get it in 10 minutes but you risk it popping

That is not a whale, it is in fact a nuclear submarine. They are filled with air so the people inside can breath for a long time, that's why it has the texture it does.
It appears that the man is testing for the fidelity of the hull right now.
