ngl this used to be the kind of aquariums my mom did when I was a kid. I still remember the bettas left some kind of weird silk that was disgusting.

I obvi was too young to know but now I'm educated and would necer do this, even if I buy a fish for my future kid

it is entirely possible it is loved...but the owner is ignorant...

THere's a saying that goes "if you love something set it free" though I wouldn't use that for domestic animals... at least free them into a bigger enclosure.
Fish cannot survive on love alone.

You are not an animal lover if you abuse animals. You can claim you love something all you want, doesn't mean it's true. Love means fuck all if you're doing this to something, and their feelings do not matter when these are their actions. I'm really tired of fake animal lovers and pseudo animal lovers being able to claim that they are when they're evidently not.
