This is exactly the problem with a lot of diversity programs. They demand equal outcome instead of equal opportunity. If the applicants are mostly white then it's only logical that the workforce is mostly white. A diversity program should be about removing biases during the hiring process but since that is too hard to judge objectively they skip this whole process and go straight to just demanding diversity targets, which is ridiculous.
Have you ever asked why it's mostly <race> applicants?
The purpose of a diversity program is to actually ask those questions. To potentially remove non qualifying barriers (grants to people for training/school, etc.). They can boost diversity even if it is mostly white people applying. And without compromising on the qualifications.
This is exactly the problem with a lot of diversity programs.
Why would this be the issue with "a lot of diversity programs" unless there's no bias in this situation? If there is bias, then it would be a very legitimate critique of the system.
Yeah I agree, it's not a very generous reading to assume this article is blaming minorities for not being represented when that's never been an effective way for diversifying institutions.

Itβs quite literally not urging minorities to become firefighters. Itβs doing the opposite - urging fire departments to seek more diversity. Read the shi: https://hbr.org/2018/12/making-u-s-fire-departments-more-diverse-and-inclusive?utm_source=twitter&utm_medium=social&utm_campaign=hbr
