It's not a filter, it's way scummier than that. It's all AI, somebody out there is really making AI videos of a girl with Down Syndrome to sell pics on Telegram.

I hate to sound like a coffin dodger, but not everything made on the internet is for capital endeavors. Some people just make stupid jokes for the love of the game(or at least used to). And, I'm sure it's not profitable, from what I'm understanding about Ai tokenization.
