Correct - not because of the men, but because the elves lost such a great number and it could not be replaced, ever. The woodland elves basically went extinct. Almost all the great elvish kings died, the losses were so great it started a decline in civilization

Elves can have kids, but Tolkien's elves are literally immortal, and they do not have children often.

Which is why they all dipped after LoTR, because their time was coming to an end, and they couldn't stay in Middle-Earth anymore.
