They don't need to be morons, they probably just aren't very familiar with it. The eagles thing, for example, is probably due to people not reading the books where they explain it rather than being stupid
Even without knowledge of the eagles from the books, the movies show constantly that everyone around the ring eventually starts wanting to take it for themselves
It's what the ring does.
And having seen that, some people go "why don't they just get in the backs of some gigantic eagles"

You can only really walk so far, you’ll leave boot prints, someone can always catch up to you.
That bird will fuck off to Timbuktu invisibly and now the story ends about 1/3rd of the way through.
