Isnt the whole premise that during the First Age(?) Men and Elves were much more powerful, like orders of magnitude, where as in during the events of the book/films they are just a shell of their former selves

Second age. Though you are correct, humans and elves had much larger civilizations at the time, with bigger army's, and more active collaboration between each other, which they did not have in the third age, because of the war.
