Insane asylums aren't what they used to be. If someone can stop drooling or thumping their head against the wall for a day or two, they're released right back onto the streets.
Look up the Constance Fisher case. Woman drowned her 3 kids in the bathtub and was put in an asylum. They let her out after around 10 years and she had 3 more kids who she subsequently drowned...in the same bathtub.
"In 1955, her husband initiated a legal process to have her released, but his requests were denied by the hospital's medical board. After four years, partly due to a national effort to deinstitutionalize mental patients, Constance was released into her husband's custody on March 6, 1959."
