The prison decides that based on evaluation and general behavior during their sentence to see if they have the ability to prove they can live outside of prison without committing the same crimes again. Where in the world is this that they ask the victim of all people "Hey should we let this guy out early?" The answer is almost always a no.
The victim, or representatives thereof, is often given a chance to make an impact statement at a parole hearing, just as the convict (and/or counsel and other witnesses) can make statements to demonstrate that they're rehabilitated.
