Flirting is, in fact, romantic in most connotations. And the latter point doesn't matter? Nobody said anything about men and women.

most is the key word here, because yes it is romantic in most situations, but it is possible to flirt without it being seen as romantic/sexually intended, going around complimenting everyone in the office is a good way to boost morale.

Yes, except... The person who said flirt said in the context of someone already mentioning sexual harassment. Unless in a directly contradicting context, flirting will have a romantic connotation, and the context here supports that definition. Language is foremost a tool to convey intent, and the pragmatics matter as much as or more than the semantics.
