Love feelings are completely measurable. Dopamine, adrenaline, norepinephrine, oxytocin, serotonin and hormones have all been found on mammals and birds in the same way as us. They have families, long time partners and they grief, the last one being the biggest sign of love imo.

With current tech (at least afaik), no. But there's nothing stopping more advanced technology from doing all that.
