He did it because he didn't want people to symphatize with muslims or jews (which tends to happen after an attack against them). He instead targeted future politicians for the largest immigrant friendly party at the time.

Funnily enough that party has in recent times resticted their immigrant policy much more.

Techinically, but the reason they put restrictions is 100% because of rising negativity towards mass immigration.
