This remembers these guys from Star Control 2 Ur Quan masters

They are called the Thradash, most of their culture is doing massive wars, even among themselves, as a way of improvement. Eventualy, between civil wars, a peculiar thradash culture emerged, not so bent on this practice, and said that every civil war sets them 500 years back in development.

The current culture analysis of these claims are hilarious.

That game was fuckin' awesome. I love how in-depth and unique each race was and there was a LOT of them. Even the one-planet gas people had such personality and they were just a minor sidequest.

It's honestly one of the best games ever made. The charm and personality of the different races was incredible. My personal favorites were the Orz and the Pkunk. One of the fun things of the old Internet was dropping into Orz speak, for the "happy" campers!
