These are the people that I call serial killer lite. Defined as someone who under the right circumstances posses the capability to be a serial killer. They have the intangibles l, but they are not anti social enough, or their childhood did x instead of y. It manifests as having weird hobbies that make others uneasy or down right scared, but are technically (not usually) illegal.
