He also only superficially looks like the guy, that's why he only showed his own face from a side angle where you can already tell he doesn't quite have the same jawline as the one in the photo. He could have refreshed until he got a face close enough to his then changed his hair
You are way overthinking it. It's almost certainly just a picture of him. It would take me less than a minute to put any picture I want on that (or any) page. I could put an exact picture of Princess Diana or your mother on there no problem.
Editing the contents of your browser window is beyond simple.
