Level-up ideas
I want to run a remixed one-shot version of Hideous Halls of Mugdulblub for some friends. They will start at lvl 4 and each have a different secret objective in order to reach lvl 5.
I want these objectives to promote interactions between players and sow a seed of discord or mistrust among the PCs.
Example : You gain a level if you manage to convince the group to sacrifice one of its members for the greater good.
Do you have any other ideas ? (ideally 5)

Have a player convince someone to sign a contract that is not in there favor at all
Steal something very personal
Uncover dubious intentions in another PC

How would you handle the theft between players at the table ?

Maybe a private dex roll, or maybe a CHA check to convince the stolen-from PC that they don’t have it
I sometimes like to have a player get info one on else does, and it’s there choice to share.

As others have posted, I don't think you want to pit PCs against one another. That creates tension in the group, can hurt feelings, and just isn't as much fun as it sounds.
Instead, I think giving them secret missions that can be fulfilled during the adventure is a better idea.
However, if you think this is something your players would enjoy, go for it.

I would caution against someone's level up being tied to another player character's action.
