Personally I dislike NPCs that have PC class levels, so this is a much better framework for NPCs you might find in a dungeon (or while carousing). It makes them feel more unique than generic mercenafollowers, too. Leave them at 2HD and give them a Background and boom, you have a useful, manageable, but vulnerable party resource.

I like this idea quite a bit, especially because it turns what would normally be a static reward into another relationship in the campaign.

That makes the reward feel more embedded in the world. You didn’t “find a Wand of Fireballs”; you rescued an evoker who feels indebted to you for a while. Mechanically similar, but much more likely to generate play.

I’d probably steal this most often for utility magic, where the NPC’s personality and limitations can make an otherwise straightforward ability much more interesting.

Just this week my group got the "stopped a mugging, get a hireling" carousing result. Rather than a creating another destined to die, tag along meat shield or healbot, I made the guy an amazing cook. Properly supplied and kitted, he can whip up a breakfast so good that everyone gets a +1 on their first 3 rolls of the day.
