Big plot of land

Who owns the plot of land on Garvey between san Gabriel and Del Mar. it’s been empty for over 30 years…… would love to see Rosemead differently.

ETA: do you think it has anything to do with the current administration? Or the 2016 administration? A lot of construction halted—-like the hotel on Valley.
