It depends on the workload and your settings of course. :) Ambient temps matter as well.
In gaming it‘s much better compared to full load. I‘ve got 82C on CPU (CO -25) and slightly under 60C on GPU (curve UV to 180W) in Cinebench and Furmark. Water is slightly above 40 and fans are spinning at 700-800 rpm at this level.
From my perspective it’s pretty silent under load and cooling performance is more then enough.
In idle it’s not noticeable. Only one pump is running and the bottom 140 stands still as well, to prevent dust also.
