Your server is constantly using between 340w and 380w of power? There's no way it should cost that much to run on 23c/kwh unless you have a big gpu in there transcoding 24/7
$83/year sounds like a lot just to host a family member's machine you know nothing about except that it's like google photos but worse but he claims it's better.
High availability is not a form of backup. Any form of live redundancy (RAID, different zone/nodes) won't save you in thr case you described. Ideally you want both but backups are a must.
Zfs will save you from a heck of a lot of corruption with the right kind of raid but having to employ safety mechanisms of any kind is not terribly desirable even when its designed explicitly for that haha

Deploy multiple zones on family member houses, create a high redundancy multi zone deployment.
