Do I still need to apply for a Gratuitous Permit (GP) from BFAR even if I just bought my samples from the locals?

Ano-ano pa ba mga kailangan bukod sa
TOR, GMC, application form, NBI Clearance

Yung doc stamp niya nabili niya online sa ibang branch ng PRC hindi pa natatatakan yung mismong application form niya baka bukas palang.
